Business Setup Across GCC Countries

Bahrain

 The most open regime in the Gulf for foreign ownership. Registration runs through the Sijilat portal under the Ministry of Industry and Commerce, and most activities are available without a local partner.

Kuwait

Full foreign ownership is possible through a KDIPA investment licence, but approval is selective and sector led. Without it, a Kuwaiti partner is required under standard MOCI registration.

Oman

The Foreign Capital Investment Law opened many sectors to full foreign ownership, though several still need ministerial approval. Free zones remain the cleaner route for guaranteed ownership.

Qatar

Foreign Investment Law No. 1 of 2019 allows full ownership across most sectors with ministerial approval. The Qatar Financial Centre is a separate common law route with its own licensing.
